​What could be smarter than saving Carter? As Carter's story unfolds, the need for helping him was even greater than it first appeared. A six-year-old Beagle mix, Carter arrived as a stray on June 30th at the Duplin County Animal Shelter in North Carolina. Carter's owners were located and contacted, but they refused to claim him. He was blind in one eye, partially deaf and heartworm positive. He had a very limited time to secure a rescue commitment at this rural shelter.
